I’m out of the loop. Is this the same Rachel that was a member of the original Excalibur team, or is this Rachel from an alternate reality/timeline.

This is the same Rachel from Excalibur, though she’s done some timeline jumping in the meantime and has returned.

Yes. She is currently in the middle of Shi’ar territory with Professor X, Havok, Polaris, Warpath and Nightcrawler hunting down Vulcan.

I’m not sure how she’s familiar with such things since she can’t see her own back when I’m doing my thing back there.

So I assume she’s related to Jean…?

She is the daughter of Jean and Cyclops from an alternate future where apocalypse ruled and used her as a hound to hunt other mutants.

Jean is currently dead, but in that issue, Rachel was visiting Jean’s parents house for a family gathering since they are effectively her grandparents. The Shi’ar busted on the scene and slaughtered the entire extended family in front of her and then branded her with that mark. They meant to end the bloodline that could host the Phoenix Force.
